Cook noodles according to package instructions, drain and set aside.
In a pan over medium heat, add garlic and water or broth. Cook gently until fragrant (about 45 seconds).
Stir in chili garlic sauce or chili flakes, then add soy sauce and vinegar or lime juice. Stir to heat through and combine.
Add the cooked noodles to the pan and toss well so the sauce coats the noodles evenly. Add a splash of broth if needed for extra sauciness.
Remove from heat and finish with scallions (and veggies if using).
